Bianca Chinn

Bianca is a member of APANO, has lived in Portland since 2006, and is a 3rd generation Chinese Irish American, born and raised in Seattle, WA. She is a social worker (MSW, CSWA) and policy analyst with Home Forward, the largest affordable housing provider in the state of Oregon and housing authority for Multnomah County. Her personal experience with family members and peers who have struggled with unaddressed addiction and mental health needs has in part influenced her professional direction in becoming a social worker. Upon graduating from Portland State University in 2013, Bianca has worked as a drug and alcohol counselor for people who completed prison sentencing and as a case manager for people in housing services. Her experiences as a service user and direct service provider has led Bianca to exploring work at the macro/policy level. Bianca’s work also includes a focus on inclusion, diversity, and equity. She helped re-implement the Portland Police Bureau’s internal diversity committee and currently serves on Home Forward’s internal Inclusion Council.
